In the energy rest frame, the photon has a fixed frequency = 1 Hz, the wavelength is c ( c = fλ, λ = c/f, λ = c/1 Hz), and the energy is equal to h (E=hf = h *1 Hz). These values are always invariant.
The worldline of the photon scales the energy rest frame to the value we typically think of the photon as having. We missed that the worldline of a particle is a frame of reference. This means that the values we think a particle has now are actually scaled by relativity from the base energy level by motion in 4D space time.
The path through space time can modify the worldline of the particle too.
And finally we have the frame of the observer, the traditional role of relativity.
