You do not even have to specify that they have zero rest mass, because that implies that there are some photons with a non zero rest mass. Photons do not have zero rest mass, they have a NULL rest mass property.
The same way my tennis shoes have zero Saturn 5 rockets installed.
You can just say that photons have m=hf/c^2 actual real mass in kg. That is the formula for the mass of a photon in the standard model. It is not effective mass, or virual mass or relativitic mass. It is just mass and it has inertia, momentum, energy, and gravity effects the same as all mass.
Photons have mass, say it with me. Photons have mass.
